OpenSSL Issue on Windows 10 / Not Working with Custom SSL Certificate / Falls back to Non-SSL After Configuration

I hope you can find the time to get to this and help out. I have used a custom SSL cert on a previous machine with success so know this is possible but I think maybe something changed recently when the windows installer was deployed? No clues otherwise.
I have been wracking my brain trying to figure this out. I ran python -m OpenSSL.debug and received this so I know OpenSSL is installed:

Yet, I still continue to get this error in the logs:

For the record, I've repeatedly tried to pip install pyopenssl to no success only receiving confirmation I am current.
I've been keeping up to date with the latest releases and am presently on 9.4.212.dev42. Running on a Windows 10 machine that is barely a month old since build.
As my forum thread notes, I am able to load SR locally on localhost:8081 but not on my custom Domain. I can load other web services running on the same Domain under different ports just fine with no SSL issues using the same certs and the different application's SSL settings.
Once I set the settings to use SSL, provide the crt and key files and save settings then reboot, SR hangs and eventually falls back to non-SSL with the above error.
